I think since all those ladies have been dying and Mr.Spizz said Mr.Greene told the police about all the ladies dying he said change is on the way because the police are going to find who or what is killing all those ladies and they'll make sure it stops. That's what I think he meant by "change is on the way".
I think he means that change will happen in the future and this town for the better because the murder will probably be caught and the town will go back to normal
