No because Mrs.Volker can't even use her hands properly so I don't know how she could even hurt them unless they are all very sensitive and get hurt easily.
No because Miss Volker isn't that kind of person and she made the commitment to Mrs. Roosevelt that she would watch over the health of Norvelt. So why would she kill the Norvelters? So I don't think she killed them.
