I agree with what Helli W said I think that to a more generic level.He probably wouldn't give that type of deal to someone that isn't very clean that makes them seem poor and wanting some help.But the way she dressed made her look mre like it was a 1 time thing.

I think that she was just dressing so she could go out in public.Nobody want'sto go out in old clothing that has tons of holes or clothing that is too small.
Maybe so she would look more "rich" or he'll think she is nice and like her because she's dressed nicely so he would give her a deal.
