I think she felt frustrated and felt like she lost something that was apart of her because she has lived in Norvelt for a long time and she has seen her sister live in that house and leave that house so now she only had that house that can remind her of her sister (Since she doesn't live in Norvelt) but now that it's gone she might feel like she lost something.
Probabley heart broken because it is her familys(sisters) house and it must have some sentimental value in her family and that will be something in history and Mrs Volker would like that part of her family will be part of Norvelt history but she will also be sad because her sisters house was burned down.
