I would give Jack a warning because rules except for major crimes are non-existent in norvelt so it is very odd to give him a ticket because a lot of kids do this I assume so giving him a ticket would be unfair.
I disagree with Emebet because Jack had not only broken one rule but two rules and the rules that he broke were that he is a kid and yet he's driving and he was speeding maybe if he was just driving the car properly I wouldn't give him a speeding ticket but just a warning. If I were to give him a warning I would say " You know your under the age of when you can start driving but I'm going to let you go away with that warning and if I ever see you driving a car again you'll get charged.

A warning because Jack wasn't speeding he was driving and Jack is 12 years old he wasn't allowed to drive and his age and the warning I would have gave Jack is to drop off the car where he got it and drive above 18 the next time so he doesn't get caught by the cops and get put in jail.
